Phase 2 report
On 15 July 2025, the Independent Inquiry into the issues raised by the David Fuller case published its concluding report on whether procedures and practices in hospital and other settings safeguard the security and dignity of deceased people.
The report makes a total of 75 recommendations. Its overarching recommendation is that there should be statutory regulation in place to protect the security and dignity of people after death, whichever setting or institution they are in.
It is intended that this Phase 2 report will assist the government to take essential steps to effectively safeguard the security and dignity of the deceased in all settings where they are cared for, examined or stored across England.
